Recently update VAT Notices (March 2014)

Recent updates to VAT Notices

There have been a number of VAT Notices updated in the past few weeks. These include:

  • Imports
  • Motoring Expenses
  • Food
  • Should I be registered for VAT? and
  • Education and Vocational Training

Below is a brief note about the update and where to find the updated notice. The links provided will take you to the notice on the HMRC website. For each notice you can download a PDF version. I recommend you do this so that you can show that you have a copy of any VAT Notice, and its guidance, when HMRC carry out an inspection of your or your clients’ VAT records.

Imports

HMRC has published an updated version of Notice 702: Imports dated January 2014 to replace the October 2013 edition.

HMRC indicates that “Amendments have been made to paragraphs Section 9 entry for France ‘but excluding’ column.”

Only a small change which could be significant. The new entry in the exclusions column for France reads:

Martinique, French Guiana, Guadeloupe, Reunion, Mayotte and Saint-Martin (French Republic)

In the previous edition it read:

Martinique, French Guiana, Guadeloupe, Reunion, and St Pierre and Miquelon

Motoring

HMRC has published an updated version of Notice 700/64: Motoring expenses dated February 2014 to replace the July 2012 edition.

There is no indication of what has been changed in this Notice. There have been some changes in Section 8 concerning Road fuel bought for business. I recommend that you review this section to ensure that you are keeping within the rules.

This notice is one that every VAT registered business needs to keep up to date.

HMRC has published an updated version of Notice 701/14: Food dated February 2014 to replace the October 2011 edition.

HMRC has given no indication of what has been changed in this Notice. A review of the latest edition with the previous edition shows that some changes to the text have been made.

Should I be registered for VAT?

HMRC has published an updated version of Notice 700/1: Should I be registered for VAT? dated March 2014 to replace the April 2010 edition.

HMRC make this statement about changes:

We have made changes to the April 2010 edition to reflect:

  • the introduction of a new online system for registering for VAT
  • the removal of the VAT registration threshold for non-established taxable persons

We have moved the Statement of Practice about artificial separation of business activities to the list of statements of practice on our website (www.hmrc.gov.uk).

We have included copies of all the forms associated with registering for VAT.

A notice that all accountants and bookkeepers need to have to hand for when their clients ask what to do and when.

Education and Vocational training

HMRC has published an updated version of Notice 701/30: Education and Vocational training dated March 2014 to replace the June 2012 edition.

HMRC indicate it has been updated to reflect the withdrawal of the VAT exemption for supplies of research between eligible bodies.
