		<description>Whilst it might appear that HMRC disregards rules, it is acutely aware of the problems that will be created by any disregard of the law. At meetings with HMRC it is frequently asked why there are no penalties for it to pay for getting it wrong. Fairness would suggest that HMRC is subject to penalties for getting it wrong, but for whatever reason that is unlikely to become a reality for the time being.</description>

		<description>They are not only above the law, but they blatantly disregard Laws in Statute. HMRC is a Banana Republic. Will anyone ever sort out their dictatorship and questionable draconian policies?  I dont know, but they are a massive hindrance to the economy and businesses in general.</description>
